BTO renovation

A blank, compliant flat — so the hard part is deciding what to build now and what to leave alone.

What makes this different

Nothing is hidden and nothing is broken. Your risk is not the flat; it is overcommitting on day one.

A BTO is the one renovation where you genuinely know what you are starting with.

Your first month matters more than your first design meeting

The defects liability period on a new flat runs for one year from key collection, but defects should be reported within the first month and before renovation begins — once your own works start, it becomes very hard to argue that a crack or a leak was HDB's rather than your contractor's. So the sequence is: collect keys, check the flat properly room by room, submit the defects list, let HDB rectify, then renovate. Compressing that to save two weeks is the most expensive fortnight you will ever save.

You have three months, not one

Renovation works in a newly completed block must be completed within three months of the renovation permit being granted, where an existing block gets only one month. That extra window is the single biggest practical advantage a BTO has, and it is worth planning into the schedule deliberately rather than discovering it.

Build for the household you have, not the one in the brochure

The most common regret we hear is not an ugly finish — it is having built a study for a room that became a nursery, or a feature wall in a flat that needed storage. A BTO will be your home for years while your household changes. That is why we organise proposals into what is essential now, what genuinely improves daily living, and what can be added later with minimal disturbance to finished work.

The things that are hard to change later

Some decisions are effectively permanent because the work around them gets finished over the top: electrical and data point positions, waterproofing, floor levels in wet areas, and anything behind carpentry. Those deserve real attention early. Paint colour, loose furniture, window treatments and lighting fittings can all be revisited cheaply, so they do not need to be resolved in week one.

Approvals & rules

Who approves the work.

Approving bodyHDB

  1. The renovation permit is applied for by a contractor listed in HDB's Directory of Renovation Contractors — not by you.
  2. Works must be completed within three months of the permit being granted for a newly completed block.
  3. General renovation is allowed 9am–6pm on weekdays and Saturdays, never on Sundays or public holidays.
  4. Noisy works are restricted to 9am–5pm on weekdays only, for a maximum of three consecutive days.
  5. Your contractor must give immediate neighbours written notice at least three days before works begin.
  6. Electrical work requires a Licensed Electrical Worker; water supply work requires a PUB-licensed plumber.

What drives the cost

Where the money actually goes.

Listed roughly largest first, for this property type specifically. A reliable figure still needs a site assessment — this is what to expect it to be made of.

We do not quote a fixed package price, because two homes of the same size rarely need the same works.

  1. 01

Carpentry — almost always the largest single line, and the one that scales fastest with how much you build

  2. 02

Whether you are changing the floor finishes HDB has already provided

  3. 03

Number of additional electrical and data points beyond the base count

  4. 04

Bathroom upgrades, since the flat is delivered already functional

  5. 05

Appliances, which are often left out of renovation budgets entirely

Common mistakes on this property type

  • Starting renovation before the defects list is submitted and rectified
  • Hacking a wall without checking whether it is structural — in a flat, assume it is until confirmed
  • Building storage to fill space rather than to hold specific things
  • Forgetting the bomb shelter, which cannot be altered and has to be designed around
  • A quotation with 'carpentry — lump sum' and no breakdown of runs, materials or dimensions
How long it takes

Timeline, honestly.

Typically around 8 to 12 weeks on site, since there is usually little hacking. Carpentry lead time, not site work, is normally what sets the end date.

Delays most often come from late material selections or changes requested mid-build, not from the site work itself.

Questions worth asking

What we'll ask you first.

01

What is your key collection date?

02

Have you submitted your defects list to HDB yet?

03

Are you keeping the floor finishes HDB provided?

04

Which rooms need built-in storage, and for what specifically?

05

What might change in your household in the next five years?

Not sure of the answers yet? That is fine — working them out is part of the first conversation. For the wider picture, the renovation guide covers permits, hours, materials and costs in detail.
